Delays seen in processing messages of some Time Based Workflows & Scheduled Actions in Process Builder

Salesforce is seeing some delays of over 40 minutes in the processing of time based workflows and scheduled actions in Process Builder which may cause stacking of workflows and delay in creation of records depending on the setup of the action.
Delays and stacking of actions can been seen on time based workflows monitor. For scheduled based actions in Process Builder, delay in processing can be noted based on creation date of the record that was scheduled to be created.
There is no work around for this issue. To determine if you are affected by this behavior, please log a ticket with Salesforce Support referencing this known issue.
