Summer '19 issue: In Lighting Knowledge, scheduling a publication for the future will actually publish in a few minutes.

Summary
Lightning Knowledge Articles are getting published automatically (~after 5-10 mins), before the schedule publication date given by the user.
Note: The same issue also applies to the incorrect date being set for the 'scheduledPublishDate' field.
So, it need not always be necessary that the date is set to past and the article gets published immediately. For ex: if we select the date as 30th June 2019, the scheduled date is being set to 1/19/2020.
Repro
Enable Lightning Knowledge in a Summer '19 Org.
Switch to Lightning Experience.
1. Go to the Knowledge Tab in Lightning Experience.
2. Create an article
3. Open the article and click on the "Publish" button.
4. Click on "Schedule publication on" and select any future date.
5. Observe that the article gets published in few minutes.
