SMS Activity - Delivery Options > custom black out setting's Timezone being displayed does not match Account timezone / Current Account Time

Fixed in version Marketing Cloud Release March 2020 Patch 1.0
The custom blackout window in Journey Builder's Send SMS Activity does not work.
-Go to Journey Builder > Create new journey
-Drag the Send SMS activity onto the canvas
-Select a message, next
-Delivery Options > Configure Send Blackout Window > Use Custom Setting for this message
-Account Timezone / Current Account Time is incorrect or states "Invalid Request: Invalid locale"
Adjust the timing of the Custom Blackout Window to account for the time difference.
