Quick Text cannot be re-used on the same chat session in lightning experience only

The quick text can only be used once in every live agent chat session. Once you utilize the the quick text in a live agent chat session, the system doesn't allow to use any available quick text or does not populate the content of the quick text within the same session.
1. Start a live agent session
2. Click "Insert quick text" button and pick one. If you have none, create two for the sake of testing.
3. Insert one quick text by selecting it and send.
4. Click "Insert quick text" button and pick one again but notice that it did not populate the text in the text area
No workaround has been identified at this time.
