Summary
Random splits can fail to be created when a duplicate name is used. The error is generic and will say "Error: Failed to Create Random Segments".

Repro
-Email Studio > Subscribers > Data Extensions
-Find a Data Extension with minimum 2 subscribers
-Split it
-Make one segment, add the remainder, don't change the names
-Note that two data extensions get created that have " Segment 0" and " remaining subs" appended to the original DE name
-Repeat the steps above, note the error.

Workaround
Give each split a unique name each time you create random splits.
