Response Language for Survey is set incorrectly.

Querying or reporting on the field "Response Language" always returns user's default language, irrespective of the language chosen by the External User when he clicks on the survey link, or the language responded in by internal users.
Try the below steps in any Survey enabled Org
1.Create a Survey, assuming English is default language for current logged in user.
2.Generate invitation link for the survey.
3.Change the default language for logged in user to French.
4. Now respond to the Survey created using link in step 2 selecting English as the language.
5.Now query/report the language field column for Survey Response object, you will notice it stores French(user's default language) and not English in which the user has actually responded.
The same hold true for community users and guest user too, it is always their default language and not the language they choose to respond in.
