Non admin users are not able to create communities using the Help Center template after enabling Lightning Knowledge

Non admin users that have the "Create and Set Up Communities" permission are not able to create new communities using the Help Center template. This occurs once Lightning Knowledge has been enabled on the org.
1. Ensure that Lightning Knowledge is enabled (please note this cannot be turned off once enabled).
2. Setup a user with the "Create and Set Up Communities", "Customize Application", and "View Setup and Configuration" permissions.
3. Log in as this user.
4. Navigate to Setup > All Communities > New Community
5. From the template section choose Help Center.
6. Select "Get Started"
You will receive the following error: "We were unable to begin the setup flow. Close the modal and try again. For help, contact Salesforce."
Ensure the user has the following permissions along with "Create and Set Up Communities" :
Modify All Data
Manage Salesforce Knowledge
Manage Data Categories
Or have an admin enable the community and add the users profile as a member of the new community so they are able to administer it.
