Lightning components are not visible if their visibility is set via custom permissions

Summary
Users without View Setup and Configuration don't see Lightning components whose visibility depends on a custom permission even if this has been enabled for the user via profile or permission set(s).
Repro
1. Create a custom permission
2. Assign custom permission, for example "permission1", to a user/profile with View Setup and Configuration permission disabled
3. Create a lightning component and set component visibility in Lightnign App Builder record detail page as "permission1 Equal true"
4. Preview a record detail page under the user / profile with enabled permission and disabled View Setup and Configuration permission
Actual Result:
The Lightning component is not displayed on the record detail page
Expected Result:
The Lightning component should be displayed as long as the custom permission is assigned to the profile / user and the condition in Component visibility is based on the custom permission
