Unable to make Rich Text Fields required from page layout in Salesforce Knowledge

Summary
When you try to make a custom Rich Text Fields required from page layout in Knowledge, no error or warning message is displayed.
Repro
1. Go to Knowledge object.
2. Create a new custom rich text field.
3. Add the field to page layout, and make if required on page layout by going into field property.
4. Create a new article and leave the field blank, and save.
Expected:
Error message should be displayed.
Actual:
No error message is displayed, and article is saved with blank rich text field.
This issue can be replicated in both Classic and Lightning.
Workaround
Workaround at this point is to create validation rule to perform null check.
