Files and Attachments Estimation in Sandbox Shows Plain Text Records

When requesting a historical data sync of File and Attachment data some customers, when reviewing via Encryption Statistics, see some records were not encrypted. When reaching out to Salesforce for review Salesforce may discover Keystone related errors for records showing un-encrypted in the statistics tool.
Please note Keystone errors are intermittent and specific to some sandboxes post refresh. However when it does occur the following steps are normally used:
1. Mark File and Attachment data as encrypted
2. Request historical data sync for files and attachments
3. Once sync is complete generate and review statistics. Some records will show plaintext records
4. Reach out to Salesforce to review. Keystone errors will be found
At this time their is no workaround and the keystone errors are generated as an issue with the copy process for partial and full sandboxes. At this time it is recommended to try to test files and attachment encryption in another sandbox or move to production as the keystone issues only occur in Sandbox.
