System Administrator is unable to create a Path for Account or Opportunity

Customers are experiencing issues when creating paths. Administrators are receiving errors regarding record types when selecting certain objects.
The issue is stemming from managed package licenses. The system is throwing the error when attempting to pull attributes for an associated managed package field.
1) Go to Setup | Path Settings.
2) Click "New Path"
3) Select an Object from the picklist such as Account or Opportunity
An error will appear: "No Record Types are available for this object"
The current work around is to ensure the managed package license is assigned to the User attempting to create the path.
