Content versions with deliveries/public link not generating previews in Classic

Customers may notice that some content files are displaying a message "No Preview Available" when a new version is uploaded, manually regenerating the preview again works fine.
1) Upload a file and create delivery or public link
2) Upload a new version to this file from classic
Try to upload the new version from LEX
Manually Regenerate preview for the new version
