Summary
When working with cross filters on Campaign reports, users see "Campaign Members" as an option in the cross filter menu.

In Salesforce Classic, users can't select Campaign Members.

In Lightning Experience, users can select Campaign Members but can't apply the cross filter.

Repro
1. From the Reports tab, click New Report.
2. From Campaigns, select the report type Campaign with Campaign Members or Campaign with Leads.
3. Add a cross filter.
4. Note that the Campaign Members option appears in the cross filter menu, but you can not select it (Salesforce Classic) or apply it (Lightning Experience).
