OYB Accounts are not able to open and load a list that has a welcome email

Fixed in version Marketing Cloud October 2018 Release
Client's are unable to access lists that are associated to Welcome Emails directly in On Your Behalf (OYB) accounts.
1. Log into the to the parent account of an Enterprise 1.0 Account
2. Navigate to email studio and create an email
3. Navigate to lists and create a lists
4. Add the email that was initially created as a welcome email
5. Navigate to the OYB account
6. Attempt to open the list and note that it won't open.
1. Access the list in the account that owns the email.
