In Lightning, when changing the owner of Quick Text records, "Queues" option is not available

In Lightning, "Queues" is not an option when changing the owner of Quick Text records even though the ownership field data type is Lookup(User,Group). Users are the only option for ownership.
1. Login to Salesforce and switch to Lightning
2. Access a Quick Text record
3. Click Change Owner button or inline edit Owner field
4. Notice that only People are searchable (Users) and Queues are not available for selection
