Community users can't view knowledge articles when user's language and article language do not match

Summary
In communities, end users cannot view knowledge articles when community user's language and article language do not match.
Repro
a) Create Napili Community and enable Chinese. Add Article related list to Case layout. Add Case Object to community.
b) Create Knowledge Article A with only English version
c) Create Knowledge Article B with both English and Chinese version
d) In any test case, in "Article" related list, add "Article A". In same case, add "Article B" Chinese version.
e) Setup Community user with Chinese language. Log into Community as Chinese user and open up test case. End user can hover English article and read it. However, if end user attempts to click on article, the URL is truncated and end user doesn't see article. The same test using Chinese Article B, end user can successfully drill into article.
