Inbox - Insert Availability timezone picklist values are incorrect at Daylight Savings time changes

When using Insert Availability within Inbox when DST changes occur users may observer the events presented to them differ by one hour from the actual time.
1. Create an email in Inbox
2. Select the Insert Availability icon
3. Note in the selection window the events differ by one hour from the users mail client calendar
4. The time picker in the same window also doesn't reflect the correct time offset to DST.
