JUNCTIONIDLIST fails to show Contact information when sending a second email from a Case

When using the feature described https://releasenotes.docs.salesforce.com/en-us/winter18/release-notes/rn_cases_predefined_ids.htm the recipient on following sent emails display a plain text value.
1. Setup JUNCTIONIDLIST as a predefined value as in https://releasenotes.docs.salesforce.com/en-us/winter18/release-notes/rn_cases_predefined_ids.htm
2. In Lightning Experience navigate to a Case related to a specific Contact
3. Select the Email action on the Case and note the Contact details populate in the "To" field
4. Send another email using the Email Action on Case and note the "To" field is a plain text value.
