"Enable Partner User" "View Customer User" Actions on Lightning returns "This page isn't available in Salesforce Lightning Experience or Salesforce1."

In Winter ’18 manage external community members became available on Lightning
Manage External Community Users in Lightning Experience
Normally "Manage External Users" should be the only permission required to use the "Enable Partner User" "View Customer User" Actions in Lightning.
However due to this known issue if you do not have the "View Setup and Configuration" permission you'll encounter the following error "This page isn't available in Salesforce Lightning Experience or Salesforce1."
1. Create a custom profile(or clone admin profile) "Create Partner Users" which only has "Manage External Users" and not "View Setup and Configuration"
2.now create a user for above profile and log him in and move to Lightning and click on "Enable Partner User" "View Customer User" actions
1. Enable "View Setup and Configuration" permission on the user's profile
2. Manage external community members using classic Aloha ui
