After switch to self-signed certificate, IDP button on login page does not trigger SP-Init flow, but redirects to the same login page

With Winter '18, we are retiring the default SAML signing request. For few Cusotmers who change to a self-signing certificate, their IDP redirect button on the my-domain page may send them back to login screen instead of redirecting to IDP
1. Create an SSO config, add it in my domain as login option.
2. Open my domain URL click on IDP button, suppose to redirect to IDP.
3. Add IP range in sys admin profile and turn on "IP Restrict Request".
4. Open my domain URL from a machine that IP is not in the range. You will see it redirect to my domain login page instead of IDP login URL.
Remove "IP Restrict Request" from all the System Admin profiles
