Translation Workbench for Flow: Overridden values don't get used at runtime

When you override flow translations in a managed package for a language, the translated flow interview displays the packaged flow translations and not the overrides.
1. Install a managed package with flows and translations into a subscriber org.
2. Override some of the flow translations for a language in the subscriber org.
3. Change the user's language to view the overridden flow translations.
4. Run the flow.
Actual behavior: The flow interview displays the packaged translations and not the overrides.
Expected behavior: The flow interview should display the overrides and not the packaged translations.
NOTE : The bug is reproducible in subscriber orgs that have a namespace. If the subscriber org doesn't have a namespace, then the overrides appear as expected.
No workarounds for now.
