Salesforce for Outlook fails to install or run and prompts for .NET to be installed on Windows 10 with anniversary update

Summary
After upgrading to Windows 10 version 1607 (anniversary build), the Salesforce for Outlook plug-in fails to run or install.
The .exe and .msi prompts the user that prerequisites are needed, and it tries to install .NET Framework 4.5.2 even though both .NET 3.5 and 4.6.2 are installed as part of Windows 10 operating system.
If the user tries to install version 4.5.2, it will fail with the following error:
".NET Framework 4.5.2 or a later update is already installed on this computer"
Repro
- Download and install the Windows 10 anniversary update

- Attempt to install or run SFO
