Summary
When installing an extension package in summer 16 orgs without first installing the base package, an unexpected error is thrown:

Repro
1. In any summer 16 org, attempt to install an extension package without installing the base package first
2. The error will appear in a popup window
Workaround
Just close the popup window and the real error will show.
