Moderation Rules can't be created in a Community if Chatter Messages are disabled

Summary
When an Organization does not have Chatter Messages enabled the creation of Moderation Rules in a Community will fail with an Internal Server Error, possible stacktrace: -461583760
Repro
1. Navigate to Setup | Customize | Communities | All Communities and click 'Manage' on any of the Communities
2. Open Moderation, click Rules, click the New button and select either Content Rule or Rate Rule
If Chatter Messages are disabled for the Org this will display an Internal Server Error.
Workaround
Contact Salesforce Technical Support to request Chatter Messages to be enabled for your Organization, please provide:
