In Lightning Experience, mentioning a Partner community user does not work from the Comment Publisher
1. Login as partner community user, post a message on an opportunity record at mentioning an internal user.
2. From the internal org, the internal user will switch to lightning experience.
3. Internal user will respond at mentioning the Partner Community user via comment.
Notice that the internal user is unable to at mention the community user.
Use salesforce classic/aloha to at mention the community user via comment.
