Lightning Experience mode - Error editing Navigation Menus

Summary
In Lightning Experience (LEX) mode, sometimes there is a gack error when trying to edit specific Navigation Menus.
Repro
1) Login the Org
2) Switch to Lightning Experience
3) Go to Setup icon (right side of the screen) and click "Setup Home" option
4) In Quick Find type "Navigation Menus" and click on that option
5) Select and edit any of the existing menus

Be able to edit any Navigation Menu without receiving a gack error.
Workaround
Delete the corrupted menus and create new ones again.
