Error message reading first PDF attachment in Knowledge Article when encryption enabled

When Encryption is enabled and there are multiple PDF attachments in knowledge article, click on first attachment result in error "Failed to load PDF Document"
It is reproducible in local.
1. Create a PE enabled org( a dev edition org is good).
2. Enable Knowledge according to this guide
3. Create 2 customer fields of File type for attachments in Knowledge Object.
4. Upload 2 PDf file to a KA.
5. Click on attachment results in error.
6. txt file attachment is fine.
No workaround available.
The fix is scheduled for build 204.
