"Workflow Action Failed to Trigger Flow" when triggering Flow created after enabling a namespace

Summary
While working in a developer organization, some users may receive an error when attempting to make changes that triggers a Flow and Process Builder flow. The changes that could trigger the error will vary depending on the criteria for the Process Builder flow.

Workflow Action Failed to Trigger Flow
The record couldn’t be saved because it failed to trigger a flow. A flow trigger failed to execute the flow with version ID 301XXXXXXXXXXXX. Contact your administrator for help.

This error occurs if the triggered Flow and Process Builder flow were created after namespace was enabled in the developer organization. Flows and Process Builder flows created prior to enabling namespace will continue to work as expected.
Repro
1. Login to a developer organization that has namespace enabled.
2. Create and activate a new Flow.
3. Create and activate a new Process Builder flow that includes the new Flow.
4. Attempt to make a change in the org that triggers the Process Builder flow.
You'll notice an error message:
Workflow Action Failed to Trigger Flow
The record couldn’t be saved because it failed to trigger a flow. A flow trigger failed to execute the flow with version ID 301XXXXXXXXXXXX. Contact your administrator for help.
Workaround
Activation/Deactivation of the flow (not the process) would resolve the issue.
