Previewing Layout of a Global Action Results in "Unable to Access Page"

When previewing the Layout for the Global Actions "New Task" and "Log A Call" actions, users will occasionally see an "Unable to Access Page" error instead of a preview
1. Go to Setup | Global Actions
2. Click "Layout" next to "Log A Call" or "New Task"
3. Click "Preview As," then select "System Administrator" from the dropdown
Refresh or reopen the page.
