Attachment records opened from chatter feeds in community result in blank page or "Invalid Page" error

Attempting to open an attachment from its FeedItem in a record's chatter feed in a community results in a blank page or "Invalid Page" message.
However, the attachment is accessible for community members when accessed via the "Notes & Attachments" related list on the same record.
- You must have "Files uploaded to the Attachments related list on records are uploaded as Salesforce Files, not as attachments" disabled in Salesforce Files Settings setup.
1. Create a community (using a template such as Napili) and setup access to an object's records such as cases for example.
Note: Ensure the object you're using is enabled for Chatter Feed Tracking.
2. In Classic and internally, navigate to an example record and click "Attach File" in the Notes & Attachments related list.
Note: A Chatter feed entry is generated for attaching the file.
3. Now navigate to your Community and access the example case record and view the FeedItem for attaching the file in the previous step and click on the File name.
Actual Results: Users are re-directed to a blank page or error reading "Invalid Page" and are unable to view the Attachment record's detail page from within the Community.
Expected Results: Community users would be able to access Attachment records from the record's Feed entry in communities.
Add the "Notes & Attachments" related list to your page layouts for community users and instruct them to open the files or attachments from the related list.
Alternatively, consider moving from the legacy Notes & Attachments related list over to the Files and Notes related lists and instruct users to post customer facing Files they wish to share in the Community via the Files action in the record's feed.
These Files will be visible to Community members without an issue.
