Summary
API Send RetrieveRequest call pulls back question marks in the Email Name field, instead of the correct international alphabet characters.

Repro
- Send an email with international alphabet characters (e.g. Greek) in the Email Name
- Run a Send RetrieveRequest API call on this JobID
- Notice the question marks (?) returned in the EmailName

Workaround
