Summary
In Summer '16, the "Manage Members" button on Campaigns gives an Insufficient Privileges error for users with Accessibility Mode enabled.
Repro
0. As a User with permission to manage campaign members (“Edit” on campaigns, AND, “Edit” on leads and contacts, AND "Marketing User" checked in your user information)
1. Turn on Accessibility Mode by checking the "Accessibility Mode" flag on your User record.
2. Go to a Campaign and click the "Manage Members" button.
Actual Result: "Insufficient Privileges"
Workaround
Turn off Accessibility Mode
