Summary
In Professional edition assignment rules will not show in the added components for a change set, and a change set will fail to upload if assignment rules are included.

Repro
1. Create a change set.
2. Add Components and select Assignment rules and add them.
3. You will not see them listed in your selected components.
4. Add another component that you know has no issues uploading so that the button is enabled.
5. Attempt to upload the change set, it will fail with an internal server error.

Workaround
Do not include Assignment rules in the change set, they will need to be created manually.
