Pinned tabs not saving within Lightning Console

Summary
Users without the permission 'View Setup and Configuration' are finding that pinned tabs within Lightning enabled consoles are not sticking as intended when navigating away from the console.
Repro
1. Have a user without the 'View Setup and Configuration' on their profile navigate to a Lightning enabled console.
2. Pin a record to the navigation bar via the drop down arrow.
3. Navigate away from the console.
4. Go back to the console and see that the pin is removed from the navigation bar.
Workaround
If possible, assign the affected users the permission 'View Setup and Configuration'. If this is not possible, utilize a console in classic as this behavior is specific to Lightning Consoles.
