'Add Product' button not displayed on the 'Order Products' related list in Lightning Experience for Professional Edition orgs

Summary
In Professional Edition orgs, the 'Add Product' button is not displayed on the 'Order Products' related list when using the Lightning Experience UI. This issue does not occur in other edition orgs, or when using the Salesforce Classic UI.
Repro
In a Professional Edition org with Orders activated:
1- Create a new Contract record and link it to an Account record.
2- Create a new Order record and link it to the Contract record and its associated Account record.
3- Open the Order record in Lightning Experience and confirm that the 'Add Product' button is not displayed on the 'Order Products' related list.
4- Open the Order record in the Salesforce Classic UI and confirm that the button is properly displayed.
Workaround
Switch to Salesforce Classic to add new 'Order Products'.
