Error when upgrading a classic app to Lightning

User may see the following error when they upgrade a Classic app to Lightning:
An error occurred while trying to update the record. Please try again. Can't complete this operation because it would exceed the number of apps allowed by the user license.
1. Login as a System Admin
2. Go to Setup Home | Apps | App Manager
3. Click the action dropdown next to the Classic app you want to upgrade then select the 'Upgrade' action
4. Click the Upgrade button
User gets an error. App is created, but Profile assignments are not migrated and the 'Show in Lightning Experience' setting is not unchecked on the Classic app
User does not get an error and App is created successfully.
As a workaround you can do the following:
1. Edit the Classic app and disable the 'Show in Lightning Experience' setting and save the changes
2. Update the upgraded app and manually add Profile assignments
