Summary
Inactive languages are visible under Article Management in both new article dialog and submit for translation dialog.
Repro
1.Log in to your org where Knowledge and Multilingual Knowledge Base is already set up.
2.Go to Setup | Knowledge Settings | Language Settings.
3. Make a language inactive.
4. Now go to the Article Management Tab and click on "New".
5. The language drop-down displays the inactive language.
6. Click Cancel and mark one of the draft article and click on "Submit for Translation".
7. The inactive language is displayed in the pop-up window.
