Repro
1. Go to Setup > Security > Delegated Administration
2. Click on a Delegated Group
3. In the "Assignable Public Groups" related list, click 'Edit'
4. Receive Internal Server Error
Workaround
This happens when there are many Public Groups within the org. The workaround is to update the Delegate Group through Metadata API instead of the Salesforce UI.
