Summary
Sending email fails on Contact/Lead/Opportunity etc when using Lightning Experience Email Composer with an attachment file that is a "Salesforce Content file with a web link". The following error is exhibited upon failure:
"We couldn't send your email. Please try again"
Repro
1. Create a Salesforce CRM Content file with a web link - see this for steps: https://help.salesforce.com/articleView?id=content_links_upload.htm&type=0
2. Navigate to Lead record in Lightning Experience
3. Click on Email tab
4. Compose Email
5. Click on Attachment icon
6. Click on Recent items so it shows the content file created in # 1
7. Click Add
8. Send the email
9. Observe "We couldn't send your email. Please try again"
