Topics assigned to translated versions of Articles are removed if a new version of the source Article is published

Summary
You may notice that Topics assigned to translated versions of Articles are removed if a new version of the source Article is published.
Repro
1. Create an article
2. Publish it and submit for French translation
3. Go to the Manage page for your community
4. Add a new topic: My Topic 1
5. Assign the new Topic to your article
6. Edit your user settings and set your language to French
7. Go back to the Manage page for your community
8. Verify that the Topic has been automatically assigned to the French version of your article
9. Change your language back to English
10. Go to Article Management and publish a new version of your English Article.
11. Go to the Manage page for your community and verify the Topic is still assigned to the English version of your article
12. Edit your user settings and set your language to French
13. Go back to the Manage page for your community
14. Go to the Topic tab
15. Click the pencil icon next t you French version of the article
Actual Results:
