Summary
Whatsapp Messaging Notifications fails when it triggered by a process builder if the messaging user does not exist in the system.

Messaging user and Messaging session gets created but message not sent to the Whatsapp number and see below error on messaging session.

"Can't contact the messaging service right now. Try again later."

Repro
> Create a process to send a triggered outbound Whatsapp message when a record is created or updated

Specify a Whatsapp Channel to deliver the message
Specify send to Phone and select the Contact's phone (Mobile Phone for example)

> Create a record with a phone number that does not have a Messaging user associated with it.

> Message not sent and show the error “Can't contact the messaging service right now. Try again later."

Workaround
Workaround: Since Phone/Mobile is text field, please add prefix "whatsapp:" to the number..



Correct format: whatsapp:+countrycode & whatsapp number (read without & sign ).
