Contact Tracing for Employees managed package (https://Industries.force.com/healthcloudcontacttracingemployees (https://industries.force.com/healthcloudcontacttracingemployees)) installation fails if the org does not have work.com (http://work.com/) installed.
Please note that, this is an interim issue causing the dependency and in general Contact Tracing does not require Work.com to be installed.
Try Installing contact Tracing for Employees managed package(https://Industries.force.com/healthcloudcontacttracingemployees) without having work.com and installation gets failed.
For Dev and Demo orgs, please log a case with Salesforce Support to enable Workplace Command Center license until the issue is formally resolved.
For Production orgs, currently there is no workaround and need to wait until the issue is fixed.
