Conversation component fails to load outside of an Omni-Channel enabled Console app

We have identified an issue that prevents the Conversation component from loading outside of an Omni-Channel enabled Console app for both Messaging Session and Chat Transcript records.
1) In the Lightning UI, navigate to a non-console app or a console app that does not have Omni-Channel in the Utility Bar.
2) Access a Messaging Session or Chat Transcript record
3) Observe that the Conversation component does not load.
For Chat Transcripts, you can still review the full conversation in the Transcript Body of the Details component. Unfortunately at this time, the only workaround for Messaging Sessions is to view these records in a Console app that has Omni-Channel in the Utility Bar.
