Summary
When a visitor's browser has 'Do Not Track' enabled and/or they opt out of tracking (via the pi_opt_in = false flag set through the opt-in banner), links with class="pardotTrackClick" do not open unless they are opened in a new tab

Repro

1) Enable the opt-in banner in your Pardot account
- 1a: Navigate to https://pi.localhost.com/administration
- 1b: Click the "Edit Tracking Opt-in Preferences" button at top right
- 1c: Select "Request opt-in from all visitors before tracking visitors"

2) Create a page that contains a link to be tracked and Pardot tracking code
- 2a: Grab tracking code from campaign (e.g. https://pi.localhost.com/campaign/read/id/1 >> "View Tracking Code" button)
- 2b: Link example: <a href="https://www.google.com"" class="pardotTrackClick">The Link</a>

3)View page in uncookied browser to ensure visitor cookie and pi_opt_in has not been set yet

4) Click "NO" when prompted on opt-in banner

5) Click link, it should not open

6) Open link in new tab (e.g. use middle click or right click > new tab) and it will open

Right click + Open link in new tab
