Long and Rich text fields truncated in Full and Partial sandbox copies and all cloned sandbox types when no sharing is present.

If a custom object contains long text areas or rich text areas they will be truncated in sandbox copies if the object sharing is set to Public Read/Write. This occurs due to an issue with how the object is exported, if no custom sharing data is found the table that stores longer field data is also not included in the copy.
This issue may also cause problems with installed applications if they depend upon values stored in long text fields to function in some way (scripts, css values, etc), and custom configuration which relies on long text field data.
Update 10/25 - The copy process has been fixed for new copies. It does not apply to Full, Partial, or Clones that were created before this fix was deployed. Users should refresh the affected sandboxes in order to produce an unaffected copy.
1. Create a custom object, make it publicly shared.
2. Create a long or rich text field on it.
3. Populate the field on a record with over 255 characters.
4. Run a full sandbox copy
5. View the test record in the resulting copy, the field will be cutoff after 255 characters.
Please note that long text fields can be used in a variety of ways which could have impact that goes beyond simply an object's field data.
Non-clone sandboxes should be refreshed to correct the issue.
Clone sandboxes should be refreshed, but only from a source sandbox was either refreshed prior to the Winter 20 preview or after the fix deployment (October 20 - 22) to ensure the clone is not a copy of an impacted source sandbox.
A fix went out October 20 - 22, 2019. The fix will prevent the issue from occurring when a sandbox is refreshed.
Sandbox that have the issue and refreshed before October 20 - 22 will need to refresh the sandbox.
