Communities: Can't edit Tasks logged in as a User from dropdown (CAN edit from clicking directly on the Task)

Summary
When logging in as a Community User and pulling up Tasks/Activities from a related list, Users cannot click edit/delete next to the Activity name (carrot) - it is grayed out.
Users CAN however, click on the Activity itself and click "edit" or "delete" as needed if permissions are correct.
Repro
1. Log in as a Community User who owns any Tasks or Activities associated with one of their records.
2. From the Activities related list, try to click on the arrow/carrot next to the Activity name - "edit" and "delete" will be grayed out.
3. Return to the related list, click the Activity itself, users will be able to edit/delete as needed.
Workaround
Follow Step 3 above and click directly on the Activity to make updates.
