Task and Event subject line doesn't contain picklist "combo box" - only plain text field

In Lightning Experience, when filling out the Subject line for Tasks or Events, there is no "combo box" where users can choose to fill in a free-form subject or choose from a picklist. Users can only choose to type in text.
In Aloha Classic, there is also a picklist option ("combo box")
Switch to Lightning Experience.
Go to create a Task, click new, and try to enter a Subject.
The only option will be to free-form type in a Subject rather than select an existing Subject from a picklist.
If a picklist option is absolutely required, switch to Aloha Classic.
