Package upload fails with internal server error when previously released lightning component's api version is updated to v41

Summary
Some partners may experience internal server error when uploading a managed package, the error id usually ends with 829886627 but it could be different.
This happens when some previously released lightning component's api version is updated to v41.
Repro
1. In a DE org, before winter 18 release, create some lightning component and add to a managed package and upload released version
2. After winter 18 release, update those lightning component in developer console
3. Upload a new version and notice the error
Workaround
In developer console, edit those lightning component and change Bundle Version Settings to v40.
