Salesforce1 - Only 10 related lists display for non-system admin users.

Some of our customers have reported that non-system admin users observe that related lists in Salesforce1 do not load the full amount of lists. This occurs if the related lists have more than 10 items. Users pull to swipe the lists that have not loaded and the app does not eventually load the lists.
Note this affects only Non-System Admin users.
1. Log into Salesforce1
2. Navigate to a record that has more than 10 related lists in Salesforce1.
3. Pull down to display more lists..observe that the only 10 related lists display.
Users will need to log into Salesforce on non-mobile device to see the related lists.
Bug 4223947 was set to duplicate and then replaced with W-4229338
