LoginFlow.apexp is called twice intermittently

When using a Login Flow, intermittently /loginflow/loginFlow.apexp is invoked twice during the user login process.
Configure a login flow and use it to invoke a user login.
The following step is one of the reproduce step of this issue:
1) Configure a login flow
2) Create a new user which uses the login flow for user login
3) At first time login, the login flow is invoked once
4) At second time login, you will see "Register Your Mobile Device" splash page.
Both before and after "Register Your Mobile Device" page, login flow is invoked.
If the login flow is not visualforce, you will see the following error message:
The data you were trying to access could not be found. It may be due to another user deleting the data or a system error. If you know the data is not deleted but cannot access it, please look at our support page.
No known workaround. This happens rarely and intermittently.
